Establishes a college savings program tax credit.

Authorizes the University of Hawaii Hawaiian language college to contract directly with providers, such as Aha Punana Leo, Inc., when conducting business in the Hawaiian language.

Transfers moneys remaining in the Hurricane Reserve Trust Fund to the Emergency and Budget Reserve funds. And creates the New Century Scholarships Program Endowment Special Fund to provide scholarships for academically deserving students in the University of Hawaii System.

RELATING TO THE UNIVERSITY OF HAWAII.

Provides flexibility in allocating portions of the indirect overhead revenues generated by the University from research and training programs.

Authorizes the transfer of all University funds, with the exception of general funds, into the University of Hawaii Commercial Enterprises Revolving Fund to finance the establishment of new enterprises.
