Authorizes department of Hawaiian home lands to hire its own staff attorney.

RELATING TO THE PRIMARY AND GENERAL ELECTIONS OF THE OFFICE OF HAWAIIAN AFFAIRS.

Provides for the election of the office of Hawaiian affairs through a system of primary and general elections while still maintaining the nonpartisan character of the office.

RELATING TO THE ELECTION OF THE BOARD OF TRUSTEES OF THE OFFICE OF HAWAIIAN AFFAIRS.

Amends the requirements for election of OHA Trustees so that four are elected at-large and the remaining five are elected by island. Requires the five trustees elected by island to be residents of the island to which election is sought. Requires the reapportionment commission to review recommendations.
