Requires DOE to offer students eligible for free or reduced cost school lunch a subsidized school bus fare to their new school for a period not to exceed one year when they are forced to transfer schools because of redistricting. Appropriates money to pay for the subsidized bus fares. Requires DOE to delay school complex redistricting for one year and grandfather current residents in Mauka Lani school district. Appropriates funds for a security guard at Barbers Point elementary school.

relating to crime victim compensation.

Repeals the 7/1/01 sunset date of Act 278, Session Laws of Hawaii 1999, to permanently eliminate the 30 percent cap on operating expenses of the Crime Victim Compensation Commission. Exempts the executive director and administrative assistant of the commission from the civil service law. Appropriates funds to compensate crime victims and their providers. Requires a report to legislature.

RELATING TO TOBACCO.

Prohibits the resale of cigarettes purchased at Armed Services sales outlets. Creates a presumption that all cigarettes are subject to the cigarette tax. Establishes the cigarette tax stamp enforcement special fund and the cigarette tax stamp administrative special fund. Allows licensee stamp affixation cost recovery.

RELATING TO THE UNIVERSITY OF HAWAII.

Requires UH general counsel to advise clients on how to avoid future claims and request clients to take remedial action. Includes a reporting requirement to the Legislature. Clarifies that UH's immunity from suit under the 11th Amendment was not abrogated by Act 115, SLH 1998.

Provides that fifteen per cent from the taxes collected from the conveyance tax be used for the homeless assistance program under the housing and community development corporation of Hawaii. Allows DOT and BLNR to enter into such contracts exceeding $2,000,000 and up to $5,000,000 with legislative approval.

As to liquor law, clarifies what items shall be included in the investigator's report and to whom a copy of that report shall be furnished; clarifies procedures for protests concerning applications for liquor licenses; clarifies denials in areas near schools and playgrounds.
