Repeals time and designated use restrictions on county general excise and use tax surcharge to authorize counties to enact ordinances for county general excise and use tax at their discretion at a rate of 1/2%.

Requires the Hawaii Community Development Authority to develop a request for proposals for competitive sealed proposals to construct, design, improve, operate, maintain, and manage a world-class aquarium, including an ocean science center and entertainment facility.
