Establishes the Cigarette Tax Stamp Enforcement Special Fund and the Cigarette Tax Stamp Administrative Special Fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. Creates a presumption that all cigarettes are subject to the cigarette tax. Seeks appropriations from state general revenues to pay for the initial monitoring, administration, and enforcement of the cigarette tax stamp. (HB516 HD1)

Amends the definition of "medical and health care services" to specify that the definition means medical research, clinical trials, telemedicine, and medical treatment or services provided by a health care facility or health care provider. Defines "health care facility" and "health care provider" under the enterprise zones law.
