RELATING TO THE ENVIRONMENT.

Repeals the Hawaii Environmental Disclosure Law which was passed in 1982 to alert the public to major corporate changes, particularly in the case of the agricultural industry, that may affect Hawaii's environment, land use, jobs, and economy.

Extends the requirement to use "lead free" components in drinking water distribution systems.

Makes rules concerning poisons optional, rather than mandatory.

RELATING TO CRIMINAL PENALTIES.

Establishes criminal penalties for the abandonment of hazardous waste or used oil, and increases certain criminal penalties from a misdemeanor to a felony.

Facilitates reporting requirements by making it easier for hazardous waste brokers to notify the DOH of their activities.

Establishes a comprehensive used oil collection and recycling program.

RELATING TO SOLID WASTE MANAGEMENT DISPOSAL SURCHARGE.

Increases the solid waste management disposal surcharge from 35 cents per ton to 75 cents per ton for all disposal facilities except permitted inert and construction and demolition waste disposal facilities.

RELATING TO INDIVIDUAL WASTEWATER SYSTEMS.

Delegates the responsibility of regulating individual wastewater systems to the counties from the DOH.

Requires the establishment of a consumer disclosure standard under which retail suppliers of electricity disclose information on the fuel mix of the electricity products they sell.
