Appropriates funds to conduct bicycle education classes for fourth grade students in Hawaii.

MAKING AN APPROPRIATION FOR PUBLIC SCHOOL REPAIR AND MAINTENANCE PROJECTS.

Appropriates $100,000,000 for fiscal year 2001-2002, and the same sum for fiscal year 2002-2003, from the general fund to be expended by the department of education for public school repair and maintenance projects.

RELATING TO EDUCATION.

Appropriates out of, and expands from, the state educational facilities improvement special fund the sum of $5,000,000, for each fiscal year until 6/30/2010, to provide public schools with their necessary technology infrastructure.

relating to schools.

Requires each departmental school district to be staffed by a buildings and facilities administrator. Requires the administrator to work with DAGS and qualified contractors to secure bids to repair public schools. Allows the administrators to be selected from DAGS or from the private sector.

RELATING TO PUBLIC SCHOOLS.

Requires the department of education to plan for and request appropriations necessary to provide air conditioning in every public school classroom statewide by the year 2006. Removes departmental discretion to have private entity pay provisionally for electricity and maintenance where installations were not done by the department of accounting and general services.
