RELATING TO SCHOOL PERSONNEL.

Requires principals to meet the department of education's (DOE) certification requirements and have not less than five years of appropriate school-level experience of which at least three years have been as a teacher. Requires vice-principals to meet the DOE's certification requirements and have appropriate school-level experience as determined by the department of education (DOE). Authorizes the DOE, on a case-by-case basis, to waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience. RELATING TO REHIRING RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATION.

Provides that department of education may rehire retired teachers in teacher shortage areas, with prior approval of superintendent and pursuant to collective bargaining.

RELATING TO TEACHER COMPENSATION.

Requires teachers to receive their normal annual increment or longevity increase, as the case may be, for a year's satisfactory service in any fiscal year that an increase in the appropriate salary schedule is effected, except as provided by law. (Companion Bill: SB 382 SD3)

Allows the Hawaii Library Foundation and the Friends of the Library of Hawaii to conduct for-profit enterprises at state library facilities, and to deposit the net proceeds of those enterprises to their respective trust funds. (Companion Bill: SB 1087)

Authorizes the transfer of all University funds, with the exception of general funds, into the University of Hawaii Commercial Enterprises Revolving Fund to finance the establishment of new enterprises, and requires an annual report to the Legislature on all transfers into the Fund and all expenditures from the Fund. Provides tax credits to parents of Felix class children who are not enrolled in the Hawaii public school system for selected educational services required by their children under the Felix Consent Decree (SD1)

RELATING TO EDUCATION.

Authorizes the DOE to establish custodial accounts for the deposit of annuity payments of employees. Requires the insurance companies or the entities maintaining the annuity contracts or custodial accounts on behalf of the employees of the DOE to bear the costs for implementing and administering the plan.
