Requires vice-principals to meet the DOE's certification requirements and have appropriate school-level experience as determined by the department of education (DOE). Authorizes the DOE, on a case-by-case basis, to waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience.
