relating to EDUCATION.

Requires the department of education to establish a teacher mentoring program. Maximizes amount of certified teachers. Allows for mandatory ongoing professional development during the school day or calendar. Allows the superintendent to waive licensing requirements in the case of teacher shortages and exempts these hires from the penalties imposed by chapter 302A-603.

RELATING TO EDUCATIONAL ACOUNTABILITY.

Implements an incentive system to provide awards for schools that demonstrate growth as well as interventions and sanctions for underperforming schools.

Requires the board of education to invite the military representative to participate in discussions about board matters, except those matters discussed in executive meeting.
