RELATING TO REALLOCATION OF VACANT LIBRARY POSITIONS.

Makes permanent the authority of the State Librarian to administratively reallocate vacant positions and establish temporary positions.

relating to the department of education.

Permits the department of education to pass on the cost of implementing and administering annuity contracts to the employees.

relating to the salary structure of educational officers in the department of education.

Requires the BOE, before 7/1/2002, to adopt a classification and compensation structure for educational officers that more accurately reflects the level of work being performed.

relating to school administrators.

Provides incentives to keep exemplary principals and vice-principals (VPs) at the school level; encourage exemplary principals and VPs to accept long-term assignments to hard-to-staff schools, special needs schools, and schools with high teacher turnover; encourage exemplary teachers to become VPs.

RELATING TO MASTER TEACHERS.

Establishes training and incentive program for master teachers.

Requires the department of education to establish a teacher mentoring program. Maximizes amount of certified teachers. Allows for mandatory ongoing professional development during the school day or calendar. Allows the superintendent to waive licensing requirements in the case of teacher shortages and exempts these hires from the penalties imposed by chapter 302A-603.

relating to DEPARTMENT OF EDUCATION PERSONNEL.

Allows the DOE to hire former teachers, principals, or vice principals who have retired from state service for hard-to-fill positions, allowing them to continue to receive retirement benefits, but not accrue additional retirement benefits based on post-retirement employment.

relating to education.

Requires DOE to institute open recruitment policy for designated positions and develop career development and training program for those positions.

relating to EDUCation.

Establishes a separate bargaining unit under the State's collective bargaining law for educational officers by removing from bargaining Unit 6, other DOE personnel on the same salary schedule. Places employees displaced from Unit 6 into a new bargaining Unit 14.

Specifies programs that qualify for workers' compensation coverage for students engaged in work-based learning experiences.
