Appropriates funds for the planning, design, and construction of physical improvements selected as part of an existing or emerging comprehensive, regional, multi-sector community-based strategic action planning process coordinated by the Hawaii Alliance for Community-Based Economic Development. RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION.

Repeals part III of chapter 206M, HRS, reenacts the same provisions, and makes this Act retroactive to April 28, 2000, the day after the enactment of Act 72, SLH 2000. Clarifies that the governor's and legislature's approval are required before the issuance of any special facility revenue bonds. (HB1662 HD1)
