Reauthorizes and appropriates funds for the community-based youth leadership demonstration project for the Hilo-Hamakua-Kohala region of the Big Island, started in 1997 pursuant to section 78 of Act 328, Session Laws of Hawaii 1997.

Appropriates funds to the department of education to expand the E-academy concept to selected public high schools, and establish E-academies in selected public elementary, middle schools, and new century charter schools. (HB9 HD1)

RELATING TO PUBLIC SCHOOLS.

Establishes the Hawaii school repair and maintenance trust fund as a separate fund of Hawaii 3R's, a nonprofit corporation, for coordination of private and federal efforts to repair and maintain public schools. Establishes a tax credit and procurement procedures for state contracts.

Requires the financial analysis of expenditures by the DOE to utilize analytical techniques that include examining trends, deviation from the norm or average, school-by-school comparison, and costs and benefits. Requires a financial analysis of expenditures with respect to "program" and "per pupil costs".
