RELATING TO TOBACCO.

Designates as illegal any package of cigarettes that bears a brand name that is a registered trademark of a participating manufacturer and the package was imported by anyone other than the participating manufacturer. Establishes a criminal offense for any person to affix any cigarette stamp to the package of any cigarettes that are illegal or altered. (Companion measure: SB 994)

RELATING TO COMPUTER CRIME.

Strengthens civil and criminal penalties for computer offenses; establishes a temporary commission on computer crimes laws to review the implementation of this Act; and requires the temporary commission to report its findings and recommendations to the 2003 Hawaii State Legislature. RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Authorizes the issuance of $30,000,000 in revenue bonds to be deposited into the Rental Housing Trust Fund and to appropriate funds to carry out the purposes of the RHTF.

Recognizes the confidentiality of portions of escrow depository company applications and records. Provides procedures to close a branch office and revises procedures to voluntarily terminate escrow depository operations. Allows the Commissioner to establish fees by rule. RELATING TO THE HAWAII HURRICANE RELIEF FUND.

In anticipation of the cessation of HHRF's insurance program, gives the HHRF board of directors the power to suspend special mortgage recording fees imposed under HHRF law on all mortgages filed with the Bureau of Conveyances. Extends the authorization to issue reimbursable general obligation bonds to preserve federal tax exempt status. (Companion measure: SB 1072)

RELATING TO TRAVEL SERVICES.

Provides the bases for denial of registration. Imposes record keeping requirements for client trust accounts. Clarifies registration requirements. (Companion measure: SB 1073)
