RELATING TO PUBLIC ASSISTANCE.

Clarifies the distinction between the Department's authority to require an agreement that future grants of assistance will constitute an agreement or lien against a claimant's interest in real property, and the agreement or lien against real property where a claimant is an inpatient. Makes an appropriation for respite care services. Establishes a welfare safety net program called, "Keeping Hope Alive." (SD1)

RELATING TO PRESCRIPTION DRUGS.

Allows for electronic record keeping by drug dispensers and for electronic prescriptions from practitioners to dispensers. Exempts from liability good faith donations of previously distributed prescription drugs to needy people. (SD1)

RELATING TO SUBSTANCE ABUSE TREATMENT INSURANCE BENEFITS.

Eliminates substance abuse counselor certification requirements for certain licensed professionals, i.e., physicians, psychologists, advanced practice registered nurses, and clinical social workers, for health insurance reimbursement purposes. (HB653 HD1)

RELATING TO SOCIAL WORK.

Requires DCCA to license bachelor social workers, licensed social workers, and independent clinical social workers; protects practice of independent clinical social workers; protects title of licensed independent clinical social workers; establishes license application requirements; exempts social workers when employed by federal, state, or county government. (SD1)

RELATING TO ENERGY CONSERVATION TAX CREDITS.

Extends deadline for energy conservation income tax credits to July 1, 2010; allows tax credits for solar energy systems and heat pumps for single-family residential buildings to be awarded per unit; includes combined heat and power systems in tax credit; defines combined heat and power systems. (SD1)

RELATING TO NET ENERGY METERING.

Provides net energy metering for eligible customer-generators. Provides for monthly billing and an annual reconciliation period. (SD1)

RELATING TO RENEWABLE ENERGY RESOURCES.

Requires qualified electric utilities to implement a renewables portfolio standard with specified minimum percentages through 2010; requires the PUC to issue renewable energy credits to renewable energy generators by June 30, 2002. (SD1)
