Creates a criminal offense of telemarketing fraud involving use at least in part of a telephone and involving direct or implied claims of receiving anything of value or of recovering losses from a prize promotion.

Establishes the cigarette tax stamp enforcement special fund and the cigarette tax stamp administrative special fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. Creates a presumption that all cigarettes are subject to the cigarette tax. Makes appropriations. (SD2)
