RELATING TO RENEWABLE ENERGY RESOURCES.

Requires qualified electric utilities to implement renewables portfolio standards, which requires these utilities to possess a minimum percentage of renewable energy resources within their overall resource portfolio. Provides for the issuance of renewable energy credits to renewable energy generators. (HD1)

RELATING TO ELECTRICAL COOPERATIVES.

Allows the public utilities commission to regulate electric cooperatives in Hawaii. Defines "electric cooperative." (HD1)

RELATING TO ENERGY.

Authorizes the public utilities commission to approve an automatic rate adjustment clause based on the price of fuels used in the production of electricity or the cost of electrical energy purchased by the utility. Prohibits the approval of any automatic rate adjustment clause that allows an electric utility to recover any increase in fuel cost not associated with changes in the unit price of energy and fuel assumed in setting the most recent base rate schedule approved by the commission. RELATING TO GASOLINE DEALERS.

Creates an exception to the gasoline retail divorcement law by allowing a manufacturer or jobber to operate a former dealer operated retail service station where the current or new dealer is in agreement with such an operation and when the dealer has a contract interest in the operation. RELATING TO SOCIAL WORK.

Adds to definition of practice of social work, the clinical diagnosis and psychotherapy by a clinical social worker who is both a licensed social worker and certified in clinical social work by the National Association of Social Workers or the American Board of Examiners in Clinical Social Work.

RELATING TO OPTOMETRY.

Allows optometrists to prescribe all pharmaceutical agents allowed by the board of optometry, not just those that are topically applied. Repeals joint formulary advisory committee.
