RELATING TO PRESCRIPTION DRUGS. Allows electronic record keeping by drug dispensers and electronic prescriptions from practitioners to dispensers.

relating to health insurance reimbursement. Defines a "clean claim" for health insurance reimbursement purposes. Requires health insurers to have a system to verify enrollee eligibility and to file quarterly reports on unpaid claims with the Insurance Commissioner. RELATING TO PRESCRIPTION DRUGS. Extends the Good Samaritan Law to pharmacists, wholesale prescription drug distributor, pharmaceutical companies, or physicians who in good faith without remuneration provide pharmaceuticals and health care supplies to needy persons.

RELATING TO TOBACCO. Exempts cigarettes sold for personal use at Armed Services sales outlets from the cigarette stamp tax, but prohibits the purchase for resale of such cigarettes. Creates a presumption that all cigarettes are subject to the cigarette tax. Establishes the cigarette tax stamp enforcement special fund, the tobacco enforcement special fund, and the cigarette tax stamp administrative special fund. Exempts the cigarette tax stamp enforcement special fund, the cigarette tax stamp administrative special fund, and the tobacco enforcement special fund from the central services transfer requirement. Allows licensee stamp affixation cost recovery. Appropriates funds.

RELATING TO TOBACCO. Establishes the cigarette tax stamp enforcement special fund, tobacco enforcement special fund, and cigarette tax stamp administrative special fund. Prohibits the resale of cigarette tax stamp administrative special fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. Creates a presumption that all cigarettes are subject to the cigarette tax. Seeks appropriations from state general revenues to pay for the initial monitoring, administration, and enforcement of the cigarette tax stamp. RELATING TO THE CHILDREN'S ADVOCACY PROGRAM. Renames the children's advocacy program to the children's justice program; requires the program to coordinate information sharing among participating agencies; raises the maximum age to 18 in the definition of child sexual abuse; adds serious physical child abuse to investigative duties.

RELATING TO SUBSTANCE ABUSE TREATMENT INSURANCE BENEFITS. Eliminates requirement that physicians, psychologists, advanced practice registered nurses, and clinical social workers be certified as substance abuse counselors by DOH to qualify for third party reimbursement for provision of substance abuse treatment services.
