RELATING TO STATE LEASES. (INOUYE)

Provides that the current agricultural lessee has a right of first preference to re-lease the property on expiration; credits appraised value of specified infrastructure installed by the current lessee toward the price the current lessee must match in exercising the lessee's right of first preference; limits lessee's right of first preference within sixty days after auction; authorizes DLNR to negotiate long-term leases under specific terms, conditions, and restrictions with certain lessees of agricultural land; allows DLNR to adopt rules; specifies that within six months from the Act's effective date, DLNR shall notify all agricultural lessees of the Act.

Expands the "wholesaler" definition under the general excise tax law to include sales to a commercial aquaculture producer or cooperative of materials, supplies, or commodities, or the rental or leasing of equipment, used by the commercial aquaculture producer or cooperative in the production of aquaculture products for sale.

relating to land use. (KOKUBUN)

Amends the current provisions of the rural and agricultural districts; establishes a task force to identify and designate marginal agricultural lands for inclusion in the rural district, in order to provide for rural development that supports agriculture, protects open space, accommodates rural, non-farm uses.
