Sir:

Your Committee on Economic Development and Technology, to which was referred S.R. No. 75 entitled:

"SENATE RESOLUTION REQUESTING A TASK FORCE TO EVALUATE THE ADVANTAGES AND DISADVANTAGES OF THE UNIVERSITY OF HAWAII ASSUMING THE OPERATIONS AND MANAGEMENT OF THE ALOHA STADIUM,"

begs leave to report as follows:

The purpose of this measure, as received, is to request a task force to evaluate the advantages and disadvantages of the University of Hawaii assuming the operations and management of the Aloha Stadium.

Your Committee received testimony in favor of this measure from PACON International and an individual.

Your Committee finds that a Honolulu waterfront master plan is overdue and that public input is necessary to its creation and optimum effectiveness.

Your Committee has amended this measure by replacing its contents with language requesting the Senate Economic Development and Technology Committee to encourage economic development by holding public hearings on organizing a multicultural village at Kakaako and developing a waterfront master plan from Keehi Lagoon to Kakaako. Further, the Hawaii Heritage Preservation Alliance shall include a master plan for the multicultural village at Kakaako as part of the overall development of the Honolulu waterfront master plan.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 75, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 75, S.D. 1.
