Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.R. No. 71 entitled:

"SENATE RESOLUTION SUPPORTING ACCELERATION OF THE DEVELOPMENT OF THE KAPALAMA CONTAINER TERMINAL FACILITY,"

begs leave to report as follows:

The purpose of this measure is to express the Legislature's support for accelerating the development of the Kapalama Container Terminal Facility.

Your Committee received testimony in support of this measure from the Department of Transportation, the Maritime Committee of the Hawaii Chamber of Commerce, and CSX Lines.

Your Committee finds that as an island state, Hawaii is dependent on the ocean shipping industry for importing and exporting goods. Successful transportation of goods is directly related to the amount of available cargo container space at the State's commercial harbors.

The Oahu Commercial Harbors 2020 Master Plan recommends that the State prioritize increasing the amount of available container space in Honolulu, to support the growth rate of Hawaii's economy. With other cargo container yards nearly full, your Committee supports acceleration of the development of the Kapalama Container Terminal Facility.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 71 and recommends its adoption.
