Sir:
Your Committee on Economic Development and Technology, to which was referred S.R. No. 41 entitled:
"SENATE RESOLUTION URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES, IN CONJUNCTION WITH THE SEVERAL COUNTIES, TO ESTABLISH PUBLIC PARKS AND BEACHES THAT ALLOW DOGS,"
begs leave to report as follows:
The purpose of this measure is to urge the Department of Land and Natural Resources, in conjunction with the several counties, to establish public parks and beaches that allow dogs.
Your Committee received comments on this measure from the Board of Land and Natural Resources.
Your Committee finds that Hawaii's State Parks showcase Hawaii's finest natural, cultural, and scenic resources for the island visitor and island resident alike, while protecting and preserving these resources. Planning and development of the various parks in the system has continued over the past forty years, however, a comprehensive master plan for the entire system was prepared only once in 1962.
Your Committee has amended this measure by replacing its contents with language requesting the development of a comprehensive master plan for state parks. In particular, this measure provides that:
(1) Under the guidance of the Chair of the Senate Economic Development and Technology Committee, the Department of Land and Natural Resources with other groups and agencies is requested to develop a State parks master plan for all state parks;
(2) The master plan shall include various components, outline the mission and values of the Department, and be updated at least once every six years; and
(3) The Department shall submit the first master plan to the Legislature no later than twenty days before the convening of the Regular Session of 2002.
As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 41, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 41, S.D. 1.
