Sir:
Your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs, to which was referred S.R. No. 30 entitled:
"SENATE RESOLUTION REQUESTING A TASK FORCE BE FORMED TO FORMULATE A COMPREHENSIVE COMPUTER EDUCATION PROGRAM IN PUBLIC SCHOOLS,"
beg leave to report as follows:
The purpose of this measure is to request a task force be formed to formulate a comprehensive computer education program in public schools.
Your Committees have received comments on a proposed measure from the Department of Business, Economic Development, and Tourism.
Your Committees have amended this measure as proposed by replacing its title and contents with the title and contents of Senate Concurrent Resolution No. 96, S.D. 1, which:
(1) States that the State of Hawaii and the municipalities of Taipei, Tai Chung, and Tainan share numerous similarities including ethnic Chinese in the State with ties to Taiwan, stable economies, hardworking populations, a rich cultural heritage and traditions, and a wealth of natural beauty;
(2) Requests establishment of a relationship for economic development between the State of Hawaii and the geographical areas of Taipei, Tai Chung, and Tainan, Taiwan; and
(3) Requests the Office of the Governor to afford to the geographic areas of Taipei, Tai Chung, and Tainan, Taiwan the privileges and honors to which Hawaii extends to its other sister states and provinces.
Your Committees further amended this measure by:
(1) Requiring a memorandum of agreement between the State and Taiwan;
(2) Having the Department of Business, Economic Development and Tourism keep the Senate fully informed of the progress in the relationship; and
(3) Including more information on Tai Chung.
As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 30, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 30, S.D. 1.
