Your Committee on Ways and Means, to which was referred S.R. No. 27 entitled:

"SENATE RESOLUTION URGING THE UNITED STATES GOVERNMENT TO PROVIDE FULL FEDERAL FUNDING FOR MANDATED PROGRAMS AND SERVICES,"

begs leave to report as follows:

The purpose of this measure is to urge the United States government to provide full federal funding for mandated programs and services.

Your Committee finds that the federal government annually adds to the number and scope of programs and services that states must implement. Since the federal government rarely provides adequate funding for those programs and services, the states have had to fund them at the expense of their own programs and services.

Your Committee has amended this measure by changing the title and by redirecting the request to the members of Hawaii's congressional delegation, urging them to seek full federal funding for mandated programs and services. Your Committee has also amended this measure by clarifying facts concerning the Individuals with Disabilities Education Act, based on the testimony submitted by the Department of Education.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 27, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 27, S.D. 1.
