Sir:

Your Committees on Education and Transportation, Military Affairs and Government Operations, to which was referred S.C.R. No. 98 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO PROVIDE TRANSPORTATION FOR STUDENTS INVOLVED IN AFTER SCHOOL EXTRACURRICULAR ACTIVITIES,"

beg leave to report as follows:

The purpose of this measure is to request the Department of Education to provide transportation for students involved in after school extracurricular activities.

Your Committees heard testimony in support of the measure from the Department of Education.

Your Committees find that extracurricular activities are not simply a superfluous extra. Students engaged in extracurricular activities do better in their studies, broaden the scope of their socialization into adulthood, and are less likely to engage in unlawful or harmful behavior. However, since these activities often are held off-campus, students cannot accrue these benefits if they have no means to travel to the playing field, auditorium, gymnasium, or other site at which the activity is conducted. This measure will contribute to the ability of students to participate in these activities.

As affirmed by the records of votes of the members of your Committees on Education and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 98 and recommend its adoption.
