Your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs, to which was referred S.C.R. No. 96 entitled:
"SENATE CONCURRENT RESOLUTION APPROVING AND AUTHORIZING THE ESTABLISHMENT OF A SISTER STATE/CITY RELATIONSHIP FOR ECONOMIC DEVELOPMENT BETWEEN THE STATE OF HAWAII AND THE MUNICIPALITIES OF TAIPEI AND TAINAN,"
beg leave to report as follows:
The purpose of this measure is to approve and authorize the establishment of a sister State/city relationship for economic development between the State of Hawaii and the municipalities of Taipei and Tainan.
Your Committees received comments on this measure from the Department of Business, Economic Development, and Tourism.
Your Committees find that the State of Hawaii enjoys ten sister state relationships with countries around the world. Some of these relationships have proven to be of enormous benefit to Hawaii and its businesses. For example, the State's relationship with Guangdong Province – China's richest province – has resulted in some very significant exchanges and an expansion of business ties between Hawaii and Guangdong.
Your Committees have amended this measure by creating a relationship between the State of Hawaii and the geographic areas of Taipei, Tai Chung, and Tainan, having the Resolution title reflect this change, and by having certified copies of this Resolution be transmitted to the appropriate parties.
As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 96, as amended herein, and recommend its adoption in the form attached hereto as S.C.R. No. 96, S.D. 1.
