Your Committee on Health and Human Services, to which was referred S.C.R. No. 149 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE UNITED NATIONS TO CONSIDER THE ESTABLISHMENT OF A CENTER FOR THE HEALTH, WELFARE, AND RIGHTS OF CHILDREN AND YOUTH IN HAWAII AND REQUESTING SUPPORT FOR THE CENTER FROM THE PRESIDENT AND THE CONGRESS OF THE UNITED STATES,"

begs leave to report as follows:

The purpose of this measure is to request the United Nations to consider an establishment of a center for the health, welfare, and rights of children and youth in Hawaii.

Testimony in support of this measure was submitted by the Christian Science Committee on Publication for Hawaii.

Your Committee finds that the establishment of a center for the health, welfare, and rights of children and youth, in the State of Hawaii is an excellent idea due to Hawaii's location in the pacific rim. The nation's children are our future, and support for the center is warranted in order to bring us into the next millennium.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 149 and recommends its adoption.
