Your Committee on Health and Human Services, to which was referred S.C.R. No. 133 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE STATE HEALTH PLANNING AND DEVELOPMENT AGENCY TO DEVELOP A "STATE OF HAWAII HEALTH POLICY GUIDEBOOK" BASED ON THE HAWAII HEALTH PERFORMANCE PLAN,"

begs leave to report as follows:

The purpose of this measure, as received, was to request the State Health Planning and Development Agency to develop a state of Hawaii health policy guide book based on the Hawaii health performance plan.

Your Committee held a hearing on a proposed draft that would support the public nursing program. No testimony was received on this proposed draft.

Your Committee finds that the Department of Health's Public Health Nursing Branch is involved in services such as prevention and control of communicable diseases, immunization activities, responding to catastrophic, traumatic emergency events, and other disasters in the community. Your Committee further finds that this program should be recognized and applauded for its commitment in protecting and promoting health and safety in our communities. Accordingly, your Committee has amended this measure by replacing its entire contents with the proposed draft.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 133, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 133, S.D. 1.
