Sir:

Your Committee on Water, Land, Energy and Environment, to which was referred S.C.R. No. 132 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE FOOD INDUSTRY AND OTHER INTERESTED PARTIES, WITH THE COOPERATION OF THE DEPARTMENT OF HEALTH AND THE COUNTIES, TO CONTRACT WITH AN EXPERT CONSULTANT TO CONDUCT A COMPREHENSIVE ANALYSIS OF HAWAII'S SOLID WASTE AND LITTER SITUATION,"

begs leave to report as follows:

The purpose of this measure is to request the food industry, with cooperation from the Department of Health, to contract for a comprehensive analysis of the State's solid waste and litter situation and to develop solutions.

Testimony in support of this measure was received from Anheuser Busch Companies, Coca-Cola Bottling Company of Hawaii, The Pepsi Bottling Group, Wine Institute, and Grocery Manufacturers of America. The Department of Health, Office of Environmental Quality Control, and County of Maui Department of Public Works submitted testimony in opposition. Life of the Land submitted comments.

Your Committee finds that while there is strong support for recycling and more effective solid waste management by all parties, the means of achieving these goals continues to generate considerable debate. Your Committee acknowledges these differences in approach, but believes that something must be done, and that this measure proposes one option worthy of further discussion.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 132 and recommends its adoption.
