Your Committee on Education, to which was referred S.C.R. No. 121 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING A STUDY ON THE LICENSING OF PRIVATE TRADE, VOCATIONAL OR TECHNICAL SCHOOLS,"
begs leave to report as follows:
The purpose of this measure is to request the State Auditor to conduct a study on the licensing of private trade, vocational, or technical schools.
Your Committee heard testimony in support of the measure from the Department of Education. Your Committee received comments from the Department of Commerce and Consumer Affairs and Association of Pacific Postsecondary Private Schools.
Your Committee finds that a study to determine if the State of Hawaii needs to continue the licensure of private trade, vocational, or technical schools is warranted to protect consumers and lessen the potential for liability to the State. If the licensure of these schools is necessary, the study will also recommend which State agency is most appropriate to address this issue.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 121 and recommends that it be referred to the Committee on Commerce, Consumer Protection and Housing.
