Your Committee on Water, Land, Energy and Environment, to which was referred S.C.R. No. 11 entitled:

begs leave to report as follows:

The purpose of this measure is to request the Department of Land and Natural Resources (DLNR) to submit its final report on concerns and problems relating to public agricultural land leases to the Legislature.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources and Hawaii Farm Bureau Federation.

Your Committee finds that the final report required by Act 109, Session Laws of Hawaii 1996, was due in 1998, and was to include findings, recommendations, and proposed amendments to both statutes and administrative rules. DLNR is currently in the process of finalizing the report for submission.

Your Committee looks forward to receiving this report, albeit three years late.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 11 and recommends that it be referred to the Committee on Agriculture.
