Your Committee on Agriculture, to which was referred S.B. No. 986 entitled:

"A BILL FOR AN ACT RELATING TO AQUACULTURE,"

begs leave to report as follows:

The purpose of this measure is to amend the definition of "aquaculture" to reflect the long-term trends in the industry.

Your Committee received testimony in favor of this measure from the Department of Agriculture and the University of Hawaii at Manoa Environmental Center.

Your Committee finds that the aquaculture industry in Hawaii is growing and becoming an important part of Hawaii's diversified agriculture industry. This measure enhances current law by better reflecting the nature of the aquaculture industry.

Your Committee has amended this measure by adding research purposes to the definition of "aquaculture" and by underscoring the new statutory material. In addition, the definition has been amended by substituting the enhancement of natural and managed stocks for wild stock enhancement.

As affirmed by the record of votes of the members of your Committee on Agriculture that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 986, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 986, S.D. 1, and be placed on the calendar for Third Reading.
