Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 985 entitled:
"A BILL FOR AN ACT RELATING TO MEASUREMENT STANDARDS,"
begs leave to report as follows:
The purpose of this measure is to clarify the comparison process of measurement standards.
Your Committee received testimony in support of this measure from the Board of Agriculture (BOA).
This measure allows the Department of Agriculture to verify state secondary standards by comparison with standards, other than state standards, upon written authorization of the administrator of the Quality Assurance Division. According to testimony of the BOA, this measure would allow the State another 1.5 years to train a metrologist to calibrate standards. The State has no certified metrology laboratory since Hawaii's one laboratory was demolished for the Kakaako redevelopment project.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 985 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
