Sir:

Your Committee on Economic Development and Technology, to which was referred S.B. No. 950 entitled:

"A BILL FOR AN ACT RELATING TO DIAMOND HEAD,"

begs leave to report as follows:

The purpose of this measure is to expand the breadth of Diamond Head State Monument area to include all public lands within the area including Kuilei Cliffs Beach Park, and Diamond Head Park.

Your Committee received testimony in favor of this measure from the Board of Land and Natural Resources, the Diamond Head Citizens Advisory Committee, Hawaii's Thousand Friends, and three individuals.

Your Committee finds that that the monument is to consist of such lands as are considered essential to the unimpaired preservation of the visual and historical aspects of Diamond Head. Inclusion of the lands is also needed for additional recreational opportunities and to ensure adequate public access.

Your Committee amended this measure by adopting the recommendation of the Board of Land and Natural Resources to clearly draw the boundaries of the monument using tax map keys. The purpose of this amendment is to allow for future development in particular areas surrounding or adjacent to the monument, and to include the Board of Water Supply booster pump site.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 950, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 950, S.D. 1, and be referred to the Committee on Water, Land, Energy and Environment.
