Your Committee on Judiciary, to which was referred S.B. No. 94 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to provide the student member of the Board of Education with voting powers except in the case of personnel matters.

Your Committee received testimony in favor of this measure from the Board of Education, Hawaii State Student Council, Common Cause Hawaii, and eleven students.

Your Committee finds that Hawaii students themselves provide an important and integral viewpoint in the shaping of Hawaii's educational system. This measure clearly reflects the State's commitment to student empowerment and demonstrates our confidence in today's youth to make responsible decisions and provide innovative ideas to improve education.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 94 and recommends that it pass Third Reading.
