Your Committee on Health and Human Services, to which was referred S.B. No. 927 entitled:

"A BILL FOR AN ACT RELATING TO ADULT DAY HEALTH CARE CENTERS,"

begs leave to report as follows:

The purpose of this measure is to allow the governor to contract with the Research Corporation of the University of Hawaii to develop an adult day health care program and a research center.

Testimony in support of this measure was submitted by the Healthcare Association of Hawaii, the Executive Office of Aging, and a private citizen who presented oral testimony. Comments on this measure were submitted by the Research Corporation of the University of Hawaii.

Your Committee finds that the cost associated with long-term care is very high, and the need has increased dramatically as more and more Hawaii residents are living longer lives. However, the traditional system of long-term care was not designed to accommodate such large number of individuals. Thus an alternative, such as community based adult health care programs, need to be developed and studied to assist Hawaii in addressing long-term care needs.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 927 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
