Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 927 entitled:
"A BILL FOR AN ACT RELATING TO ADULT DAY HEALTH CARE CENTERS,"
begs leave to report as follows:
The purpose of this measure is to allow the Governor to contract with the Research Corporation of the University of Hawaii to develop an adult day health care program and a research center.
Your Committee finds that the cost associated with long-term care is very high and the need has increased dramatically as more and more Hawaii residents are living longer lives. However, the traditional system of long-term care was not designed to accommodate such large numbers of individuals. Thus, an alternative, such as community-based adult day health care programs, needs to be developed and studied to assist Hawaii in addressing long-term care needs.
Upon further consideration, your Committee has amended this bill to change the appropriated amounts for fiscal year 2001-2002 and 2002-2003 to $1 for the purpose of promoting further discussion. In addition, your Committee has also made technical nonsubstantive changes for the purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 927, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 927, S.D. 1.
