Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 926, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ENTERPRISE ZONES,"
begs leave to report as follows:
The purpose of this measure is to encourage the economic development of the Kalaeloa Redevelopment District.
In particular, this bill broadens the types of businesses that are eligible for a "qualified business" designation within the boundaries of the enterprise zone encompassing the closed Barbers Point Naval Air Station, now referred to as the Kalaeloa Redevelopment District, to include any lawful business that creates job opportunities that is situated in that zone, so long as the business is not located on lands retained under the control of the United States Navy.
Upon further consideration, your Committee has amended this bill by changing the effective date to July 1, 2050 to make the bill defective in order to promote continuing discussion.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 926, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 926, S.D. 2.
