STAND. COM. REP. NO. 325

Honolulu, Hawaii

, 2001

RE: S.B. No. 925

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committees on Transportation, Military Affairs and Government Operations and Labor, to which was referred S.B. No. 925 entitled:

"A BILL FOR AN ACT RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM,"

beg leave to report as follows:

The purpose of this measure is to allow retirees of the Employees' Retirement System (ERS) to receive increased pension for honorable military service.

Your Committees received testimony in support of this measure from the State Department of Defense and United Public Workers. The ERS submitted comments.

Current law provides active military service credit for active members of the ERS. This measure allows retirees to receive credit for time served in the military. Your Committees believe that serving in the military is honorable, and ERS retirees deserve to have the same recognition and credit as do active ERS members. This measure is intended mainly for retirees who were already retired when the military service credit was instituted beginning July 1, 1989.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Labor that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 925 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.

Respectfully submitted on behalf of the members of the Committees on Transportation, Military Affairs and Government Operations and Labor,
