Your Committee on Water, Land, Energy and Environment, to which was referred S.B. No. 882 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR LITTER CONTROL AND BEAUTIFICATION,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for statewide coordinated litter control and to provide grants-in-aid for each island's Keep America Beautiful affiliates.

Your Committee received testimony in support of this measure from the Department of Health, Community Work Day Program, and Na Leo Pohai.

Your Committee finds that litter control and beautification projects offer an opportunity for government, business, and the nonprofit sectors to work in partnership with the community in protecting Hawaii's natural beauty.

Your Committee is very supportive of these public-private partnerships and finds the investment of state moneys to be a prudent investment in encouraging grassroots programs and building a tradition of community service among Hawaii's citizens.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 882 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
