Your Committee on Education, to which was referred S.B. No. 865 entitled:

"A BILL FOR AN ACt Relating to school-to-work,"

begs leave to report as follows:

The purpose of this measure is to continue the development of a School-to-Work system in Hawaii including the mechanism for governance, management, and distribution of federal and state resources.

The measure renames the "school to work opportunities pilot project" to "school to work". The measure also changes the executive council to an advisory council and moves its staff hiring function to the Department of Education. It also adds a member of the board of education and of the board of regents to the council.

Testimony in support of this measure was submitted by the Department of Education and Department of Human Services.

Your Committee finds that the continuation of building a School-to-Work system in Hawaii is an import objective. It fosters continued partnerships and collaboration between the business community and government programs to train and employ people. This program has also resulted in $10,625,000 federal dollars for state use. Thus, your Committee supports this measure which will help cultivate strong career development for students preparing for their adult life.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 865 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
