Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 865 entitled:

"A BILL FOR AN ACT RELATING TO SCHOOL-TO-WORK,"

begs leave to report as follows:

The purpose of this measure is to continue the development of the Hawaii school-to-work system in our public schools.

In particular, this measure:

(1) Amends the powers of the school-to-work executive council by providing that the council may advise the Department of Education on appointing staff and contracts, and may seek federal, state, and private funds;

(2) Changes the school-to-work executive council to an advocacy board for the school-to-work system;

(3) Authorizes the Department of Education to appoint school-to-work staff; and

(4) Appropriates $1,000,000 in matching funds to be used to carry out the school-to-work executive council's responsibilities.

Testimony in support of this measure was submitted by the Department of Human Services.

Your Committee finds that the Hawaii school-to-work system's focus is to prepare students for the workforce of the twenty-first century. School-to-work builds public and private partnerships that link education, the workplace, and the community. Its goal is to empower students to achieve their highest potential as productive members in local, national, and global societies. School-to-work emphasizes the link between academic and specialized skills by providing meaningful work-based learning opportunities.

Your Committee supports the continuation of the school-to-work system in Hawaii's schools to help prepare our children to be successful and productive adults.

You Committee has amended this bill by changing the amount appropriated to $1.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 865, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. 865, S.D. 1.
