Sir:

Your Committees on Transportation, Military Affairs and Government Operations and Labor and Judiciary, to which was referred S.B. No. 847 entitled:

"A BILL FOR AN ACT RELATING TO EXPLOSIVES,"

beg leave to report as follows:

The purpose of this measure is to require explosive dealers to file a report with the department of labor and industrial relations listing the purchasers' names, the amount and description of explosives sold or delivered, and any other information required. This information must also be shared with the fire department or fireworks records auditor of each county.

Your Committees received testimony in favor of this measure from the Department of Health, Department of Labor and Industrial Relations, State Fire Council, and the Hawaii, Kauai, Maui, and Honolulu County Fire Departments.

Your Committees find that explosives pose a risk to the health, safety, and welfare of the public. By requiring dealers to record and distribute explosive sales information, the location, quantity, classification, and the party responsible for the explosives will be known. This information will assist the community and emergency personnel in planning for and responding to explosive-related emergencies and assist in keeping track of fireworks in the State.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Labor and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 847 and recommend that it pass Second Reading and be placed on the calendar for Third Reading.
