Your Committee on Ways and Means, to which was referred S.B. No. 836, S.D. 1, entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE ENFORCEMENT OF PARKING FOR PERSONS WITH DISABILITIES,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds to the counties to cover the minor costs of administering the volunteer disabled parking enforcement program.
Specifically, this bill appropriates $100,000 in fiscal year 2001-2002 to the Disability and Communication Access Board for equitable distribution to all the counties to cover the cost of administering volunteer disabled parking programs.
Your Committee finds that county volunteer disabled parking enforcement programs are valuable programs that benefit both the State and the public. Volunteers in the programs help enforce our laws regarding parking for persons with disabilities by issuing citations to violators. Over the past three years the State has received over $1,000,000 in fines through the efforts of the Honolulu and Maui county volunteer disabled parking enforcement programs. However, the costs incurred by these two counties have not been offset.
Upon further consideration, your Committee has amended this bill to change the appropriated amount to $1 for the purpose of promoting continuing discussion. Your Committee has also made technical nonsubstantive amendments for the purpose of clarity and style.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 836, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 836, S.D. 2.
