Your Committee on Education, to which was referred S.B. No. 822 entitled:
"A BILL FOR AN ACT RELATING TO SCHOOLS-WITHIN-SCHOOLS,"
begs leave to report as follows:
The purpose of this measure is to allow moneys in the incentive and innovation grant trust fund to be used for the planning and design of proposed schools-within-schools and the establishment of board-approved schools-within-schools, and to appropriate funds to the incentive and innovation grant trust fund for these purposes.
Your Committee heard testimony in support of the measure from the Department of Education, League of Women Voters, and a private individual.
Your Committee finds that small schools are more effective, safe, and satisfying for teachers, students, and families. They are especially effective in serving the needs of at-risk students. The Department of Education has a track record of support for the establishment of schools-within-school as well.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 822 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
