Your Committee on Education, to which was referred S.B. No. 820 entitled:
"A BILL FOR AN ACT RELATING TO EDUCATION,"
begs leave to report as follows:
The purpose of this measure is to require the Department of Education to conduct open recruitment for the employment of persons in specialized professional, technical, and administrative positions.
Your Committee received testimony in support of this measure from the Department of Education. Hawaii Government Employees Association submitted testimony in opposition.
Your Committee finds that open recruitment for certain positions would benefit the Department of Education. For technical support positions that require technical expertise, open recruitment would widen the talent pool of available candidates, which would ensure that the Department could locate and retain qualified individuals for every position.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 820 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
