Sir:
Your Committees on Health and Human Services and Education, to which was referred S.B. No. 81 entitled:
"A BILL FOR AN ACT RELATING TO PRISONS,"
beg leave to report as follows:
The purpose of this measure is to allow the Governor to contract with the Research Corporation of the University of Hawaii (RCUH) for the development of facilities for a rehabilitation center capable of housing both minimum and medium security offenders, for the purpose of research into rehabilitation.
Your Committees received testimony in support of this measure from the Department of Public Safety and RCUH. Testimony in opposition was received from the HGEA.
Your Committees find that the proposals contained in this measure are forward thinking steps in addressing the multitude of problems related to the States' prisons. This measure would also provide much needed treatment options.
Your Committees have amended this measure by:
(1) Deleting reference to housing inmates for one year prior to their scheduled release; and
(2) Making technical, nonsubstantive amendments to comport with proper drafting style and for clarity.
As affirmed by the records of votes of the members of your Committees on Health and Human Services and Education that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 81, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 81, S.D. 1, and be referred to the Committees on Judiciary and Ways and Means.
