Your Committee on Ways and Means, to which was referred S.B. No. 758, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO DRIVER'S LICENSES,"
begs leave to report as follows:
The purpose of this measure is to authorize the examiner of drivers to provide the written driver's license examination in foreign languages.
Your Committee finds that the English language feature of the driver license examination acts as a barrier to many otherwise qualified drivers. With the added precaution of requiring that the applicant who chooses to take the foreign language written examination demonstrate the ability to read and understand simple English used in highway signs, this measure will solve an otherwise intractable problem.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 758, S.D. 1, and recommends that it pass Third Reading.
