Your Committees on Economic Development and Technology and Water, Land, Energy and Environment, to which was referred S.B. No. 692 entitled:

"A BILL FOR AN ACT RELATING TO THE HONOLULU WATERFRONT,"

beg leave to report as follows:

The purpose of this measure is to establish a board to develop a master plan of the Honolulu waterfront from Aloha Tower to Kakaako.

Your Committees received comments on this measure from the Department of Transportation, the Hawaii Community Development Authority, and the Aloha Tower Development Corporation.

Your Committees find that the Honolulu waterfront is a special public asset that serves as the State's principal harbor and provides boundless opportunity for economic development, public enjoyment, and civil identity. At present, different agencies handle the development of contiguous areas, which has resulted in a lack of any cohesive plan. By coordinating these efforts, this prime waterfront location can be made more attractive and functional, and become a crown jewel in our State's waterfront areas.

As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Water, Land, Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 692 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
