Your Committee on Health and Human Services, to which was referred S.B. No. 644 entitled:

"A BILL FOR AN ACT RELATING TO HEIRLOOM MARRIAGE CERTIFICATES,"

begs leave to report as follows:

The purpose of this measure is to authorize the department of health to issue heirloom marriage certificates for $50 and sets aside the proceeds for funding domestic violence programs.

No testimony was received by your Committee.

Your Committee finds that the issuance of heirloom marriage certificates would provide a welcome source of additional income for the domestic violence prevention special fund.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 644 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
