Sir:

Your Committee on Tourism and Intergovernmental Affairs, to which was referred S.B. No. 630 entitled:

"A BILL FOR AN ACT RELATING TO INTOXICATING LIQUORS,"

begs leave to report as follows:

The purpose of this measure is to allow equal reciprocal shipping privileges of no more than two cases of wine per year by licensed wine manufacturers.

Your Committee received testimony in support of this measure from DePeralta Vineyards, Tedeschi Vineyards, Ltd., Volcano Winery, Wine Institute, and one individual. Hawaii Wholesale Liquor Dealers submitted testimony in opposition.

Your Committee finds that this measure will provide Hawaii wineries additional opportunities to export limited amounts of locally manufactured wines. Many of the prospective customers are expected to be visitors who may enjoy Hawaii wine while in the islands, but are presently unable to have wine purchases shipped to their homes.

Your Committee finds that this measure applies only to those other states that have reciprocal shipping laws and will provide an economic benefit for the State.

As affirmed by the record of votes of the members of your Committee on Tourism and Intergovernmental Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 630 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
